Plausible but unconfirmed. The scope looks ambitious, but “biggest ever” is an inference from trailers and dev hints — not something Rockstar has stated. Treat it as a strong rumour, not a fact.
This is the kind of claim that feels true and may well be — but feeling true is not the same as being confirmed, and that distinction is the whole point of the Wire Index.
What we actually have is a large, clearly varied state and years of “biggest and most immersive” framing from Rockstar.
